Riots in the Constabulary units across UP, Mrs. Gandhi pushes Tripathi out of power

Multiple Uttar Pradesh Provincial Armed Constabulary battalions mutinied in May, 1973 to demand better wages and work conditions. The revolt mushroomed across the state as the student in state universities in Lucknow, Kanpur and Varanasi joined forces with the PAC revolters. Tripathi, losing control of the situation, panicked and brought in the army which led to a spell of indiscriminate killing. Singh’s own account said the army went ahead with attack despite the PAC men capitulating. As Tripathi stayed in power banking on Mrs. Gandhi’s goodwill, after this episode he became a liability for her politically and was made to resign. Another short-lived government in UP fell on June 12, 1973. The Assembly was suspended and President’s rule imposed till November when a relatively inexperienced H.N. Bahuguna was chosen to be the Chief Minister until elections in February, 1974.
