In 1939, Charan Singh wrote to the Executive Committee of the Party taking note of the under-representation of agriculturalists in the government services despite agriculturalists contributing 80 percent to provincial revenues. The party must thus ask the government to guarantee 50 percent of jobs to sons or dependents of actual tillers while also taking into account the concerns of efficiency.
It was also to be resolved that the caste od a Hindu candidate must not be enquired while taking admissions into educational institutions or public services, except in the case of the Scheduled Castes.
