In his note on the facilities and special rights of preference accorded to Harijans in the land reform laws dated 24 November 1964, Singh writes about the Zamindari Abolition and Land Reform Act of Uttar Pradesh in detail. The ZALR Act was passed by the government in the face of immense opposition and permanent rights of cultivation were conferred to small and poor tenants called Adhivasis. Approximately one third of the Adhivasis who gained from the Act were members of the Scheduled Castes.
