Charan Singh was the head of the three departments of Agriculture, Animal Husbandry and Fisheries in the Uttar Pradesh Cabinet in 1963. In December 1963, Singh ordered that the vacancies in the three departments must be filled with Scheduled Caste candidates till their proportion in these services reaches 18 percent.
