While Finance Minister, Singh constituted the B Sivaraman Committee in March 1979 to review institutional credit for agriculture and rural development. He also reintroduced capital gains tax and launched Food for Work Programme, among other initiatives.  As the Finance Minister, Charan Singh presented the Union Budget in Parliament on 28 February 1979, with a focus on agriculture, rural India and small scale industries. He argued that the remedies to the twin problems of unemployment and income disparities is more and more production per acre of land. And multiplication of hand operated industries.
