This statement titled ‘On social policy and reservation’ was adopted by the National Executive of the Lok Dal at its meeting held in New Delhi from 10-12 April 1981. The Lok Dal suggested a broad system of reservations in public services in terms of four categories. These four categories include the Scheduled Castes and Scheduled Tribes, Backward Classes, agriculturalists, and the upper castes.
